Why the thickness is a percentage

A border set in pixels would look thin on a large photo and thick on a small one. By calculating it as a proportion of the image, the look stays consistent across a whole batch, even if the photos don't all start at the same size.

What this tool does not do

HEIC photos from iPhones are read by a decoder loaded on demand: expect a few extra seconds on the first photo you drop. On a PNG, compression changes the format rather than truly reducing the size, since the browser cannot produce a reduced-palette PNG.
